Phoebe was born on June 24th, 1781 in Stow On Wold, Gloucestershire, , England.  Phoebe's father was William Keen and her mother was Mary Evans.  Her paternal grandparents were Samuel Keen and Alice Wells. She had five brothers and two sisters, named william, Charles, Samuel, Silas, Jonathon, Mary and Arabella.  She was the second oldest of the eight children.  She died in 1781 in Stow On Wold, Gloucestershire, , England.
